Read the memo DCED sent to Governor Wolf (uncovered by Right-to-Know requests) stating the EXACT OPPOSITE. The memo lays out the plan to sell Chester Water Authority using the declaration of fiscal emergency in Chester as the pretext to do so. Why all the lying and coverups?
