DELAWARE COUNTY – Chester Water Authority’s Executive Manager & Chief Engineer, Russell C. Williams is the recipient of the 2015 Engineer of the Year Award from the Delaware County Chapter of the Pennsylvania Society of Professional Engineers.
Mr. Williams received a Bachelor of Science degree in Civil Engineering from Pennsylvania State University and is a registered Professional Engineer in Pennsylvania. He has worked for Chester Water Authority since 1978, being named Executive Manager and Chief Engineer in 2007. He has served as the President of the Board of Directors of the Boys’ and Girls’ Club of Chester from 2007-2013 and on the Institute of Economic Development Board for the City of Chester since 2007. Mr. Williams has received several awards including the Rupert Koontz Memorial Scholarship from Pennsylvania State University and Elton D. Walker Award from the Water Works Operators Association of Pennsylvania. He served as President of Water Works Operators Association of Pennsylvania and Chairman of the Pennsylvania Section of American Water Works Association.
