Robert A. Judge, Sr., Executive Manager, was appointed in January 2016. Prior to joining the Authority, he worked as Exelon Generation's Manager of Communications for the Mid-Atlantic Region for eight years. Mr. Judge previously served as Secretary of the Department of Revenue for the Commonwealth of Pennsylvania for more than five years.

Brian P. MacEwen, Director of Engineering, joined the Authority in 1999. Mr. MacEwen received a Bachelor of Science degree in Civil Engineering from Pennsylvania State University and a Master of Civil Engineering degree with a concentration in Water Resources Engineering from Villanova University. He is a registered Professional Engineer in Pennsylvania.


Agnes Woebkenberg, Chief Financial Officer, joined CWA in 2012. Mrs. Woebkenberg received a Bachelor of Arts degree in Liberal Studies with Business and Language concentration from the University of Scranton and is a Master of Public Administration from Widener University.


Sharon L. Fillmann, Chief of Treatment and Pumping, came to the Authority in 2014. Ms. Fillmann is a licensed waterworks operator in PA and DE and is an Outreach Instructor for the Pennsylvania Department of Environmental Protection. Ms. Fillmann has a Bachelorís of Science degree in Water Analysis Technology from California University of Pennsylvania and a Masterís degree in Environmental Pollution Control from The Pennsylvania State University.


David J. Krupiak, Chief of Distribution, has been with Chester Water Authority since 1980. Mr. Krupiak holds a Bachelor of Science degree in Civil Engineering from Drexel University.


Thomas A. Zetusky Director of the Business Office Department, joined the Authority in 1984. Mr. Zetusky is responsible for the Business Office, Customer Service, and Meter Services. Mr. Zetusky has an Associate Degree in Business Administration from Delaware County Community College and a Bachelor of Science degree in Professional and Liberal Studies from St. Joseph's University.


Thomas Moore, Director of Business Development/Information Systems Groups, joined the Authority in 1999. Mr. Moore received a Bachelor of Arts degree in Public Administration and Economics from Kentucky State University and a Master of Public Administration degree in Public Management and Policy from the University of Pittsburgh.


Michael S. DíAgostino, Esq., Director of Human Resources/Assistant to Executive Manager, joined CWA in 2013. Mr. DíAgostino received a Bachelor of Arts degree in Government and Politics from Widener University and a Juris Doctorate from Widener University School of Law.
